Gulu Boda Boda Association Chairperson Refuses to Vacate Office.

Embattled Gulu District Boda-Boda Motorcycle Association Chairman has refused to hand over office three weeks after suspension.
Thomas Okot Oboma who is currently serving his second term in office was on July 25th 2019 suspended following a resolution by the association Disciplinary Committee and Central Executives.
The leadership sought guidance from the Gulu Resident District Commissioner, Santos Okot Lapolo before passing the resolution.
The disciplinary committee chaired by, Martin Oringa accuses Oboma of embezzling 33.6 million shillings, and failing to account for 33 motorcycles donated to the association by Maj. Gen. Otema Awany (12), Hon. Catherine Lamwaka (10) and Hon. Alfred Okwonga (11) respectively.
The committee report indicate that Oboma collected 20 million shillings from its members and promised to give them motorcycle loans and the five million was given by Maj. Gen. Otema Awany to boost capacity of the Boda-Boda women SACCOS.
The committee with guidance of the RDC indefinitely suspended Oboma to pave way for investigation.
The office was to be assumed by the Chairman Disciplinary Committee who will act in the capacity of chairperson until investigation is complete in accordance to article 5 of the association constitution.
But Oringa says Oboma has since declined to vacate the office claiming that he is innocent a decision which has blocked all investigation as required.
Oringa said that the Central Executive and the Disciplinary Committee will next week meet the RDC Gulu to discuss ways forward.
However Oboma vehemently denies the allegations and says he cannot leave office.
Phillip Okongo, the General Secretary of the association says the act of the chairman is unbecoming since he has been running office affairs alone.
Gulu District Boda-Boda Motorcycle Association was formed in 2014 and has about 7500 members drawn from the six sub counties of Gulu district and four divisions of Gulu municipality.
