Gulu FDC Youth League Wants Fresh Election Of FDC Deputy President.

The Gulu district chairperson for the Forum For Democratic Change (FDC) youth league has petitioned the party`s general secretary calling for election of the FDC deputy president Northern region.

In his petition letter dated 16th May 2017, James Oringa the Gulu district FDC youth league chairperson writes that the position of the FDC Northern Region has felt vacant since election of Reagan Okumu as the Member of Parliament for Aswa County on an independent ticket in the 2016 general elections.

Oringa wants the party to declare the position of the deputy president vacant and organize an election to fill in the position noting that it will cause alienation of the Northern region from FDC activities.

Part of the letter reads, ‘’ the purpose of this letter therefore is to beseech you to prevail over the party Electoral Commission to officially declare this position vacant and organize an election to fill this position since failure to do so would be an alienation of Northern Region from FDC activities.

He further argues that Okumu Reagan cannot cross the floor of parliament from being an independent member of parliament to being an FDC MP or member as according to Article 83 Act 12 of the 1995 constitution of Uganda.

Part of the letter reads, ‘’under Article 83 of the 1995 Constitution as amended by the constitution (amendment) Act No. 12, the said former Deputy president cannot yet cross the floor of parliament from being an Independent Member of Parliament to being an FDC/member.’’

Through the letter he notes that any attempt to deviate from the party`s guiding principles enshrined under Article 8 (f) may prompt the aggrieved person to seek legal redress in the courts of law against the party.

Oringa wants the party chairman to withdraw the appointment of Reagan Okumu as the chairman local government committee of parliament and misinterpretation as the party member within two weeks.

The letter was received by the office of the FDC general secretary on Wednesday 17th May 2017.

Court of appeal in December 2015 nullified the election of Reagan Okumu as the FDC party flag bearer for Aswa county constituency in 2016 parliamentary general election race citing that it was not in accordance with the FDC electoral guidelines. It declared Christopher Acire as the duly nominated FDC flag bearer.
